German Modals Bridge #

Constructs a ModalInventory from the German modal fragment and verifies that all German modals satisfy IFF (Independence of Force and Flavor).

This bridges the Fragment data (typed by GermanModalEntry) to the cross-linguistic typology infrastructure.
